Installation & Activation Guide – Windows Server 2019 RDS User CAL
Before You Start
-
Windows Server 2019 is installed and activated
-
Remote Desktop Services (RDS) roles are installed
-
Remote Desktop Licensing role is configured
-
You are logged in with Administrator privileges
-
Your 25-character RDS User CAL product key (sent by email) is available
Step-by-Step Installation
1. Install the RDS Licensing Role (if not already installed)

Open Server Manager
-
Go to Manage → Add Roles and Features
-
Under Remote Desktop Services, enable Remote Desktop Licensing

Complete the wizard and restart the server if prompted
2. Open Remote Desktop Licensing Manager
-
In Server Manager, go to Tools → Remote Desktop Services → Remote Desktop Licensing Manager

Or press Win + R, type licmgr.exe, and press Enter
3. Activate the License Server

Right-click your server name and select Activate Server
-
Choose Automatic Connection as the activation method
-
Enter your organization details and complete the activation wizard
4. Install the RDS User CALs
-
Right-click the activated server and select Install Licenses
-
Choose Retail Purchase as the licensing program
-
Enter your 25-character product key
-
Select Windows Server 2019 RDS User CAL
-
Finish the wizard to install the licenses
Final Checks
-
Confirm the User CALs appear correctly in RD Licensing Manager
-
Ensure your RD Session Host is configured for Per User licensing mode
-
Keep internal records of which users are assigned CALs
Important Licensing Note
RDS User CALs are not automatically tracked by Windows Server. You must manually assign and document each CAL to a named user to remain compliant with Microsoft licensing policies.
